I have an LG V10... GREAT phone, love it. Is it possible to use wifi to place/receive voice calls? I read somewhere that Verizon Android phones have this capability.

Only certain phone have Advanced Calling. Some of those phones are capable of wifi calling natively. If you use the Verizon Messages+ application, it is capable of making WiFi calls through that application even if your phone isn't fully capable of wifi calling.
update your LG to marshmallow. it has the option now but it still does not work.
