Unable to send or receive text messages

Hi. I just noticed today I am unable to send or receive text messages. When I send a text I get a message stating unable to send at this time with no error code. I have power cycled my device, turned off and removes the battery but I still keep having the same issue. Can anyone help? Thanks.

This has already been posted and discussed here Sony Xperia z3v update ? Msg problems. read through to the very end. as someone posted a possible workaround if a factory reset isnt something you want to do.
