Can I access another person's voicemail in text or audio through an application that works on a laptop or on phones? I realize I can dial the other cell phone number and hit #. What I'm looking for is an app to do this and would be great to see it in text format as well.

I do not think so.  Most likely because of obvious concerns for privacy.  When dialing and pressing #, you simply need the PIN or code.  But, to forward someone else's messages to your phone, or an app that would essentially dial and pause then auto-enter the PIN is a bit unfeasible.

Again, this might be something you take up with the other phone's owner.
