I am in LA and my cell is getting a constant all circuits busy message. When it does occasionally connect it is instantly disconnected.
Verizon Wireless experienced a service disruption affecting voice service in parts of Los Angeles and San Diego and surrounding communities. You're not the only one. I am in the Los Angeles area as well, and my entire family cannot make or receive calls. We can text each other, but that is it.
A coworker at my office has Verizon wireless and he can make and receive phone calls. Looking at outage maps, there seem to be problems in Southern California, but Verizon will not say there are any problems.
What's going on Verizon?
I was on the phone talking to my general counsel dept, and next thing I know the call dropped! Now I cant get a hold of them!!

This is flipping outrageous, they can text when your data is running low. But when it comes to this mass problem there's not on flipping warning!!!
It's nothing on your part you can do, its when ever Verizon decides to mitigate the problem... unfortunately...

she can't get a hold of me and give me the address.
We're seeing the same here in Temecula and Murrieta. My wife tried to call me because some nutjob was screaming and cursing at her, and she couldn't reach me. You can imagine happy I am with Verizon right now.
All phones I and others are effected on my lines. Cannot send or receive pic messages, dropped calls, no way to contact Verizon though phones
I called Verizon and told them the same thing some of us are waiting important phone calls but all they can say is I'm sorry!
I called Verizon to ask why they did not send and alert to let us know of this issue, what they tolook me is because they don't have a ticket for this issue they can't even give us credit for not having phone service.
irvine / costa mesa area is out as well. only cell to cell. no cell to landline calling.
I saw a tweet from a friend in Long Beach that said hackers were able to gain access to cell tower infrastructure. So, yeah...

No not fully restored. I am calling LA from Detroit and I'm getting the same message.
I'm sorry to hear that you're still having problems making calls from LA to Detroit. What kind of device are you using? Do you know if other Verizon users are having the same issue when making calls in your area? Does this happen with specific numbers you're trying to call?
