Son dropped cell, Verizon thinks he called 911 and his cell is locked. We were told to contact Verizon and are having difficulty contacting you. How can we get it unlocked?

My son dropped his cell in Chicago.  Verizon thinks he was trying to call 911 and now his cell is locked.  How do we get it unlocked; we were told to contact Verizon and can't reach anyone for emergencies.  Can you help us?
