Why was the person selling the device? He could just return it for a full refund. (If he was within the 30 days) If he was past the 30 days and still under contract, I don't think you can activate the device without the previous owner first fulfilling his contract, of which paying the Early Termination Fee is one of the options. I think you need to contact Verizon directly for assistance.Good Luck,
