I registered the 4G LTE Network Extender 2 (SLS-BU10B) from Samsung in my account, but am stuck at step 9 (Current Operational Status: Authentication failure to Initial Gateway - 141.207. 144.225. Unit is not provisioned.)

But did you have the Verizon Tech Support associate the MAC address of your extender in the network database properly? This does not happen by a user by themself.
I got them to add it again and still got this error, then when they re-added it it prompted that this was already tied to my account, but it still prompted this error

Maybe they need to REMOVE and then RE-ADD it back to get it cleaned up in the server database.
If the Samsung 4G LTE Network Extender SLS-BU10B continues to fail, you might request it be replaced with the NEW Askey 4G LTE Network Extender ASK-SFE116. Verizon is moving from the Samsung model to the Askey model. It could be the old Samsung model(s) are being phased out and losing support.
What may have failed is the 103 first generation not the 10B, I mean maybe. Not sure if this one is definitively lost support
