4G Coverage Commuting to Boston on the Franklin MBTA Train

I commute every day to and from Boston on Franklin/Forge Park commuter rail line and consistently see performance issues with my 4G coverage on my Nokia Lumia 928.  Sometimes I get LTE but not great speeds, sometimes I get 4G and get dropped down to 3G for a while.  I want to use my phone as a hotspot to stream content to my Wifi enabled devices but have had little luck due to the inconsistent quality of service I get.  Have other users who take the commuter rail (either the same line or another) have this level of issues with their service?
