4G Network in Rochester NY having issues?

I have had a SCH-LC11 for many months and experienced pretty good coverage and performance on 4G - until about 2 weeks ago. Now, when the device connects to 4G, many internet servers are unavailable or the response is so slow as to be unusable. If the device should connect on 3G, all is well. (Unfortunately, the user can't control which technology to connect to.)
This downgrade in performance appears to be coincidental with VzWs announcement of "expanded" service in Rochester in mid-July.
Is anyone else having this problem?
