4G device without contract

I just bought one of the new LTE devices on eBay! Smiley Happy I'm new to Verizon so I'm not quite sure how everything works. How do I activate my account (no contract) when I receive the device? Thanks!

Why was the person selling the device?  He could just return it for a full refund. (If he was within the 30 days)  

If he was past the 30 days and still under contract, I don't think you can activate the device without the previous owner first fulfilling his contract, of which paying the Early Termination Fee is one of the options. I think you need to contact Verizon directly for assistance.
