4g lte seems slow off tower, shingle springs, CA near red hawk casino.

Tried several devices, mifi, cradlepoint, several cell phones, personal and government account phones.  All same result very slow speed.  Cradlepoint shows full bars, but on a good day can only pull down 3mbps, and that is a good day.  I am less then 1/3 mile from this tower.
