Calling problems

Whenever I try to call someone a pre-recorded message from Verizon comes up saying, you cannot make calls due to restrictions on this line. I can't even call 611 for support, same message

We want you to be able to make the calls you need. When did this begin? Is it all numbers you try contacting?
