Cannot get interent, suppose to have with 45.00 month plan-1GB. was charged 45.00 on 2-3-16 and 2-4-16, how can i get this corrected?

Cannot get internet, suppose to have 1GB a month for 45.00 plan.  Was charged 45.00 on 2-3-16 and 2-4-16.  How can I get this corrected?  Thank you
