Does calling over WIFI now replace 4G LTE when WIFI is available?

I've noticed that on both my Samsung S5 and Iphone 6 that when connected to WIFI, all calls to and from are routed through WIFI, even when there is a strong 4G LTE signal. Is this the new norm? With my S5, the WIFI calls disable HD calls (and are noticeably poorer quality than 4G LTE calls to other phones).

No, this is not the new norm. I am on wifi quite often and my calls rarely go over wifi.
