Extremely slow speeds

I live in a rural area but get 3-4 bars of 4G. For about a year I've had decent speeds, around 10-25mb/s. It wasn't until the last few weeks that speeds have dropped to near zero, upload is zero almost always. When I'm lucky, or using internet when almost no traffic is on, I MAY get 3-4 mb/s down...but still zero up. I tried contacting customer service to see if it was a tower issue because I checked bands and only 13 is within reasonable distance of me, which wasn't always the case. I've now had customer support hang up or Cancel chats 4 times now because it's redundant to do the usual "toggle off and on, reset settings" tech support run around, when I'm trying to direct them right to the issue. All I want to know is if there is repair work or upgrades being done on a tower. I know the issue is the tower.
