Has anyone experienced a "short" in the Hotspots that came out in 2012? LIke a defective cable?

Our family dog was severely electrocuted when he bumped the cable of our hot spot. It actually arched and zapped him.

Anyone else have that problem where the cable to the Hot Spot appeared defective?
