Horrible LTE Speeds Dallas...Irving TX 75038

I have been getting horrible LTE speeds on my iphone 5 for the last month or so in the Las Colinas area, 75038.  I called an opened a ticket with tech support.  I just wanted to see if any one is having the same issues.

Average speed of 1 Mbps  Down and 2 Mbps Up

The lowest  of     .35Mbps Down and 251kbps Up

These speeds are nowhere near the 5-12Mbps average to be expected.
