Horribly slow LTE speeds even with "Above Unlimited".

I've lived/visited almost every state from NY to WA. Currently in central Pennsylvania where i get full service LTE but download speeds are consistently .9 mbps to at maximum 3mbps. I use my phone as a hotspot for work and watch some netflix in spare time. Or I should say "I did", now the speeds are so slow I only text and call with my phone, can't really do anything else with slow speeds.
