It has always been this way.  I just used speedtest.net and my download is .22mbs and upload is .12mbs.

Even in areas where I get full strength the speeds are slow.  Not sure if they need a new tower or two in the area or not.

Yeah, like I said, a tower is not easily done, which is why if it was your phone there would be options. You could try to reset your network settings, that is very poor download and upload speeds.
