About a year ago my 4G LTE service was great. Websites would load instantly, Pandora would play flawlessly but starting earlier this year the 4G LTE service has degraded. My 4G LTE signal drops frequently to 3G. Even when my phone (Droid Razr Maxx) indicates 4G LTE websites often freeze while loading and Pandora often looses connection. I live in the 11757 zipcode and travel/work between 11741 and 11735 all of which have seemed to degrade in performance. I recently traveled to Hartford CT and had no problems on the 4G LTE network there so it seems to be localized to where i live and work.

The distance between those ZIP codes is too great for it to be an outage. If there were truly an outage, Verizon would be blown up, especially with it being a very popular area in New York. There is also the possibility that with the rise of LTE, saturation has become a problem in your area. The more connections within a given area, the less bandwidth to be distributed to each connection. That's also the reason Verizon is releasing XLTE in many more popular areas.
That said, there may be an issue with your SIM card. I would speak with someone in a retail store about having your SIM card replaced.
