Poor LTE speeds and connectivity

Roseburg, Oregon has poor speeds and connectivity. Area code 97471. My phone has 4 bars and indicaties LTE. However, frequently get "no connection" errors on apps and web pages. Speeds seem to improve after 10 PM. I have an Iphone XR.
