What is the process to get a public ipv4 address instead of the NAT'd 10.x.x.x address?

Hello Donnaheim!
Public IP addresses are automatically assigned. Are you trying to use a static/private IP address? These would be reserved for certain business accounts. If you have a business account, then you would contact your business account representative to see if you qualify for this service.

I thought 4g ip's were still in the 10.x.x.x range, has this changed?
