Report a Dead Zone in 23040

My brother has moved into a new home in a rural area.  He has little to no signal inside or outside his home.  We have tried my phone and another brother's phone - both Verizon.  Data is nothing, text MIGHT go through outside (but most often not), and calls barely work.  I read that we can report it as a dead zone.  But, I couldn't get through on the phone to a person.  How do I do that?  I tried calling but cannot get through to a person. Thanks.

I'm terribly sorry your brother is dealing with that. Getting great service anywhere is important but that's especially important at home. The first step in this process would actually be to have someone in the area who we can troubleshoot this with and help find what the issue is. Do you happen to be in that area?
