Reporting an outage

Good luck out there for anyone who has a cellular outage.  On the phone with Verizon for over an hour using 1 bar 3G to report the outage only to be transferred to thee different people for them to give me a ticket and advise an outage was reported.  Why wouldn't the first person have this information, or the second person?  Instead...turn the phone on or off, reset your system, take out your SIM card; all the while advising it's ALL our phones, not just one.
