24067Kbps was the highest DL speed I saw in the 8 tests I ran, so while it's not a constant 23.5Mbps connection, I have seen it get there today.

Those are some solid speeds, although pings seem a little high. I used LTE in Southern Florida a few weeks ago and was getting a steady 30 - 40 MB down with low pings.
Where I am right now in Northern Utah, I get ~20MB down with higher pings, but those speeds are incredible for wireless broadband.
