Starting unlimited so far for me has been 3G speed. A way to get you suckered in, I just wished it was advertised better. Typical speeds 3 mbps or lower, verry disappointed.

Verizon does indicate you will always have de-prioritized data

3 mbps is below expected LTE speeds of 5-12 mbps, but still faster than 3G speeds which were typically 0.6 mbps

Are you located in a LTE area?  And are you on the Start Unlimited plan?  Pay $10 more a month and you can get Premium 4 LTE where it is available.
