Verizon disabling data connection when using VPN over 4G

When I connect to my work vpn from my android phone while on verizon 4G, after 10 seconds, the data service on the phone will turn off (4G symbol turns darkgrey) and disconnects the vpn connection.  10 seconds later, the 4G data connection will come back (4G symbol turns white). the vpn application successfully reconnects, and the cycle repeats.  This is consistent (happens every time) and it does not matter which tower (location) I'm connected too.  My signal is always 3 bars or more and  data without the vpn works great.  If I use my home or starbucks wifi, the problem goes away.  I can duplicate this problem on my work cell phone (which is also verizon) which rules out  the specific phone.  I can also duplicate the problem by tethering the phone's 4G connection to a laptop and use the laptop vpn application which rules out the specific phone application.  I've confirmed with the IT administrator of the VPN that the problem is on my end, the phone is losing the data connection.

It appears that the verizon network is detecting my vpn connection and turning off data.  Neither phone plan is unlimited data so I'm paying for data usage.  The vpn uses UDP on port 1194.  I have tried TCP with the same results.  Any advice would be appreciated.

Hey Kevin. I use a kevincw02 as well on my Samsung Galaxy S7 Edge. I use an application called "Orbot" and I use the VPN that's built in, but I also bridge the connection through Obfs4 and have great connection and speed. I use Relay Port #9001. I have had no issues at all.

Kevincw02, I really do want to make sure we get this resolved for you. We want you to be able to use your phone everywhere. What make/model phone do you have? Has your phone ever connected to this particular VPN?

@marcuss_vzw This problem happens with both a samsung galaxy s4 and s5.  Both phones connect to the vpn but are quickly disconnected afterwards.  They have never stayed connected, while using the verizon network.

We definitely appreciate your efforts in trying to resolve this issue. Whenever you are having problems with connecting to a network that is not Verizon Wireless, it is very hard for us to detect what the problem is. I hope that you can understand. Since this is something that is not specific to a particular phone, it would not be something that is strictly on our end. You would have to keep working with the IT specialist for this network to get this figured out. Making sure you can use our 4G network is crucial. Are you having any issues with using our network?

@AliciaS_VZW I'd ask that you re-read the original problem statement.  This problem ONLY occurs when using the verizon network. Moreover, the problem happens with different phones.  It would appear that the verizon network is detecting the use of the vpn and turning off the cellular modem.  It is the opinion of the IT specialist that this is specifically a problem with the verizon network..
