What process does Big Red use to decide where their high speed coverage should be ?

What's sad is that two years later and still no change. I was hoping to find answers as to why I only get one bar of 3G on my phones and  no 4G on my brand new Verizon 4G router but no..... No service for Port Republic 20676 at Kenwood Beach 20676.
