Why am I not even getting a single bar on my phone, when I am clearly covered under 4G?

I've noticed in my area, it's difficult to make calls or text. I'm lucky if I get even a bar or two most days. Looking under my coverage area, my house is close to the center of town, and is clearly covered under 4G. I can't get that until I go further up town. I get 4G quite well there.
Is this something that Verizon is going to be responsible for? My device is working very well, however I think this is a flaw that they need to fix.

Does anyone else have this problem? What have you done to fix this issue?
