is 4g ever going to be 100% complete?

I still get 3g coverage at my house. 

everything i can find online says "for all intensive purposes 4g expansion is complete", but i'm not included in the "intensive purposes".  i'm only a couple miles out of a town that gets 4g coverage... but still nothing at my house.
