Customer service and Xbox promo

I claimed my Xbox s promo in December, ups claims to have delivered it and I received nothing. Worked with ups and they said Verizon has to file the claim. 4 calls and 2 chats later Verizon keeps telling me to just file the claim with ups even though I’ve explained that’s not possible. This seems illegal and baitful  and I’ll be consulting legal representation and more than likely canceling my service through them since this was the main reason for choosing them in the beginning.

Thank you because I’ve been trying to get it resent for a month. Didn’t have funds this year for Christmas and this was suppose to be my sons gift from us
