How do I specifically disallowed any external network access from one particular IP address that is reserved for one particular device? With the normal home router. It still needs to communicate with the internal network without obstruction.

Jatgm1, as someone else asked to best help it would be good to know what service and router you're using. If you're uing our 5G Home service/router, there are controls to enable and disable devices on the router's network: https://www.verizon.com/support/knowledge-base-227039/
In additionally parental controls which can have more blocking options for specific websites. Those steps can be found here: https://www.verizon.com/support/knowledge-base-234492/
Both of these are managed through the Administration page that you can access to manage your router. Both set of steps, have a link on how to access that page if needed. If you have additonal questions, let us know.

What router do you have?
There's no built in option - you probably would have to go to the "Routing" and route everything for that IP address outside of the subnet to some null IP address.
