Got unnecessary charge

Returned device but charged $215.

chatted with agent, she said will be fixed before 9/27 but not fixed.

call customer service twice but they said they couldn’t verify with tracking number but but I have.

Visit authorized retailer and cooperated office but all they did was made calling with my phone to customer service. 
It’s truly annoying and how can I figure this out??
