Massive issues with Forward program and discounts

I signed up for home wifi with the Forward program in July (and was approved and hit the apply discount button and even signed up for a free class, just in case anyone is wondering if I didn't sign up right), thinking it would save me money.  Well, my first months bill wasn't the promised $40 - $50 but was $168!  After talking to a human (and getting charged $10 for the privilege) and having them draft up some payment plan after explaining all the first month "equipment charges" I wasn't warned about, I THOUGHT my next bill would at least be fixed.  Nope, after finally scraping up the $168 a couple weeks ago, I'd racked up 2 more months of $80 a month charges.  I cannot afford that and I cannot afford $10 just to talk to a human.  I really feel like I've been mislead here.
