PlayStation 5 w/ PlayStation Portal.

I've been struggling with the PlayStation Portal device for several weeks now and I need some outside help. 

The Problem:

My Playstation Portal (sold on Verizon's store) will not connect to my PS5 when the portal is using my iphone 15's Personal Hotspot function. 

The Context:

I have Verizon 5g home internet and my Playstation 5 is connected to the network via an ethernet from an extender. Here is the router SKU:  WNC-CR200A | Here is the extender: Verizon E3200 Wi-Fi Extender for 5G

I can connect other devices to my iPhone's wireless hotspot and get speeds of over 50mb/s, but my portal will not seem to make a connection to the PS5 that I am trying to remote play on. I've seen countless people on YouTube demonstrate using the product this way with no problem, but I am unable to replicate their results using the same methods. 

The PlayStation Portal works great when I use it on the same network that the PS5 is on, however, the second I take it to an external network, it is unable to connect to and power on the PS5 as expected. The PS5 never leaves rest mode as it is meant to when using remote play like the Portal does. 

I've tried port forwarding, firewall circumventing, and I've found no success with anything. I'm out of ideas and I am unsure what to do next. Is anyone else experiencing this problem?
