Depends on what you use it for.
If it's accessed more than occasionally, more drives are the way to go.

Just to play devils advocate
cloud services all though you do normally pay a fee are fully accessible from anywhere you can connect to them, are great for storing back ups or even moving stuff from one device to another with out needing the hardware on hand. You don't have to maintain the hardware which is bound to die at some point cause that's just how it works.
Also they have wide ranges or storage amounts depending on who you go with so you are paying for more than you really need like if you just need a couple hundred gigs rather than 2-5 terabytes
