Why do you need to set your MTU to 1400 and mss to 1360 to get reliable Internet browsing?

I am actually on business 5G Internet and after enabling IP passthrough was having problems accessing palpal.com, ebay.com, twitter.com and verizon.com. Turns out it appears the MTU and mss settings on the LAN side are adjusted to non-standard value of 1400 MTU and 1360 MSS.
My question is actually directed at Verizon network techs. Why is this required? Why not use the standard 1500 for MTU and 1460 for MSS?
