Is there a way to open specific ports on the NCQ-1330, or do I need to get a separate router and utilizer the verizon equipment as a modem of sorts.

You may not be able to if that equipment is also using a private IP address and is behind the Verizon NAT firewall. The only way around it is to purchase a public IP address from Verizon Wireless and that option might only be available to business customers.
