Brand new iPhone 13 Pro Max shows 5G with several bars but no data service on any app

I recently upgraded to a iPhone 13 Pro Max and I am noticing that even though my phone is showing that it has 5G signal with several bars I am not able to get any data connection regardless of application used.  I have rebooted the phone and made sure that my service is set to roaming.  I see that this is a common theme with other customers regardless of phone type.  What is happening.  I am paying for 5G services and not getting them.  I live in the 13135 zip and work in the 13088 zip and I cannot get 5G data services in either area with any consistency.
