According to the study commissioned by CTIA authored by Accenture Strategy and Accenture Network Practice.. ( This study went public 3/12/18 )

" Based on initial observations, we have conservatively estimated that less than one-third of small cell deployments (28%) require a review in accordance with NHPA/NEPA ( National Historic Preservation Act / National Enviormental Policy Act ) in 2017. That percentage of small cells requiring review was assumed to stay the same in every year from 2018 to 2026; however, if carriers cannot continue to deploy based on a potential cost avoidance strategy as may have been excercied previously, this number could be higher and further increase project costs. " 

The study gose on to state..

" Accentures previous research on 5G outlined the potential economic benefit and job growth, as well as the key challenges for deployment, which included local permitting and regulations, access to public right of way, and fee structures. A portion of these challenges is now quantified. Should regulation remain unchanged, Accenture estimates that the industry could spend an incremental $2.43bn related to NHPA/NEPA reviews through 2026. However, if regulatory reforms could reduce the proportion of reviews required by nearly two-thirds, $1.56bn would be available for redeployment over this period, which could have substantial impact on 5G deployment and overall benifits to the U.S. economy. "

Accentures findings give a year by year breakdown of cost and small cell deployment to meet full scale across the U.S. by 2026. At the time of this study 2018 projected cost for 5G small cell deployment was $241mm equaling an 86,000 more small cell deployment in 2018 than in 2017.

In order to have full 5G coverage according to CTIA a wireless industry trade orginazation " carriers will have to roll out an additional 769,000 small cells by 2026 " 

This explains Verizon's $1 Billion purchase of Fiber-optic cable amounts to 12.5 million miles of cable. Not only cell towers are needed for this technology but digging and laying fiber-optic will have to happen as well. This could possibly have something to do with trade wars outside of U.S. borders when looking at scale roll-out 5G comparison.
