Degraded Signal in Rural Area - Unable to get Verizon help

Hello,

I am trying to get an issue resolved with no success.  I have reached out to the Verizon support team 7 different times concerning degraded service in a rural area that Verizon has advised as being the only cell service available. Neither TMobile or ATT work in this area. The location has a number of farms and horse ranches with multiple owners reporting degraded service. Wifi usage for phone calls is not feasible due to the number of visitors/customers that visit these farms and ranches.  Owners are reporting that people on the other side of the call cannot hear them or the calls are dropped. Voicemail can take multiple hours to be received.  In case of emergency, we may not be able to get calls out to necessary personnel.  

The Verizon support teams have created an incident ticket and stated that they have received 45 different reports of outages in this area. Each time a representative promises to call me back with a status but as of today, I have not received any phone calls from any representative. I have even stated to 3 different reps that the owners of one of the affected properties is willing to have a Verizon cell tower placed on their property.  I am desperate to get some help from somebody...
