How can I file a complaint?

Trying to change my account to prepaid and it is a disaster. 

1. When switching to prepaid. The Agent did not told me I will need to set up new account and my old account will be deactivated.
2. The main account is set up wrong so I need to contact another line owner to reset it.
3, I was asking for $35 15GB plan, but the plan I got only have text and call
4. I still cannot re-activate my old watch lines after 4 hours.
