Poor Customer Service

I have been trying to set-up a new account for the last four hours.  It is blocked by a past due charge.  Problem is: I do not have a Verizon account that I am aware of.  No Account number, no phone=> no bill.  Ten phone calls to have someone finally say I'll email you a police report to file.  Four hours of my time; Four hours of Verizon employee time and the issue is still not resolved.
