HUM What? Why? Scam?

I am writing this for my father.  He is 88 years old in a nursing home and doesn't drive.  Someone at the  Verizon store sold him on a HUM device with a two year contract.  I'm trying to get him out of the contract but the fees to get out are super high.  It's garbage that a Verizon employee would sign up an 88 year old man with a walker into a 2 year contract for  something he doesn't use.  How can I get him out of the contract?  Is there a way to see if he actually signed a contract or is this a common scam?

When he purchased the device he had 14 days to get out of the plan. After the 14 days the contract locks in. I’ve rarely seen a reversal. You can activate a lesser access fee device like a tablet and possibly try to sell the device to get some of his money back.
