Carrier billing not an option for Google play

I had this as an option a few months ago and now it's gone. My account is in good standing because my wife uses this option from her phone. I also tried on my tablet and no joy. Talked with both Google tech support and Verizon Tech support and no one can fix this. I tried dumping the play store data and cleared the cache and still no luck. Need help.

It's Google. People ha e random problem with it no matter what carrier. Google also made the system and carriers comply with it. It is a worldwide random issue for those that support carrier billing.

Yes it affects people at random times.
