There isnt any app for this because there would have to be a FM transmitter built into device...Does your radio have a Bluetooth or 3.5 headphone jack because the FM Receivers have a bad habit of giving poor quality but there is several work around..,
1. If you have a2dp Bluetooth on radio just stream with Bluetooth,
2. If you have a 3.5 input jack you can do like me and use a Bluetooth receiver that Verizon carries that receives Bluetooth signal and transmit out a 3.5 jack which is a clearer option.
3. But if you only have a RF option, you should be able to pick up transmitter from Verizon, Walmart,K-Mart, Best Buy or any electronic store. I bought one from Verizon and I was impressed with sound quality.... It sounded fine sitting parked but when you drive the reception fluctuated just like the radio signal does which wasn't a good thing.
Try a Jabra Clipper Bluetooth Stereo Headset or a Jabra Cruiser In-Car Bluetooth Speakerphone
Verizon appears to pull these devices but I am sure you can find them still on sale in some stores and online.

You have a built in radio app that plays FM without issues, all you have to do is plug in a wire into the headset plug to allow to be used for reception and open FM Radio in app tray..

I know it streams through a bluetooth but I cant say if it work any other ways, but since it only playing local stations why would you need it to stream through a radio, wouldnt just be easier to tune in the station on the radio?

But the X would have to be able to transmit on FM radio frequencies to do what you are looking for, and I'm not aware of it having that capability.
There are small FM transmitters available that plug into the 3.5mm output of devices like iPods and players and transmit to FM radios. I've tried several of them over the years with my XM radio. The best one wasn't very good, but it was better than nothing (I guess).
