I'm downloading ringtone apps that are free. question is are the ring tones themselves free. I don't see no charges no where.

Which apps are you using? If the app says free ringtones then most likely the ringtones are all free. RingDroid, Ringtones (by mabilo Android Team),Ringtone (by ringtone),Ringtones (by naruto)....etc are all free.
There are a number of free sites, including ones where you can make your own. I like phonezoo. There are others where you need to read the fine print. My son recently "subscribed" to a couple sites where rgistration meant a $9.99 monthly charge to your Verizon bill. Customer Service was great about telling me how to get that stopped.
Tonzr is pretty nice for sending free ringtones to your phone.
