Arrows on top of screen.

Just the past 2 days after I unplug my Droid Razor from the charger the down arrows on the top screen start moving like my phone is downloading something. How do I get this to stop as it is eating up my usage and I have not set anything to automatically download. ThanksD

Which side of the notification bar are these "down arrows" located on?  Can you please provide a screenshot so we can see what you see?  Please be sure to not include any personal information in the screenshot.  Without knowing more information it is hard to suggest something as it could be a number of things.

I highly doubt it is their WiFi when they said the behavior is and I quote "eating up my usage".  WiFi data transfers won't add to their data usage.

im eagerly awaiting to see if it is in fact is the internet. look in manual look for status bar icons. it looks like downloading but it isnt

Probably because you leave it on all the time.  Not everyone does that.  Nor does leaving on the WiFi use up the cellular data.  The design language and layout of a Samsung phone like the Galaxy S7 can be wildly different from what a person would see on the Motorola Droid Razr and which version of the Razr the OP actually has.  When you have dealt with as many phone models as I have over the years, you notice the little differences can be big issues if you make assumptions based on a tiny piece of a puzzle to a problem.

If you swipe down from the notification bar, can you see what is downloading?

its not downloading anything/its always scanning wifi/go into settings turn it off and that will go away. i assure you.
