When is it wise to re-charge the battery?  Like at what percent.

This is a great question and maintaining your battery life is important. It's good for a battery to go through an entire charge but we also recommend to charge at about 10 percent. It really doesn't matter much. Batteries are different than they were years ago when it was recommended to completely discharge then fully charge them again. Batteries will lose longevity over time but charging from 50%-80% or from 75%-100% or anything in between will not harm the battery.
