Can I shorten time before voice mail kicks in?

Phone rings approx. 30 seconds before going to voice mail.  I want to shorten this time to 15-20 seconds. Is this do-able?

It's set by the system at roughty 30 seconds and can't be changed.  Sometimes using a different ringtone helps.
